The Government of Egypt, through its duties, encourages the establishment of projects through investors and capitalists. Therefore, the Government established the Social Fund for Development through Presidential Decree No. 40 of 1991 as a network of social and economic security to combat unemployment and reduce poverty and improve living conditions. To achieve these goals, the Social Fund for Development (SFD) is committed to supporting small and medium enterprises, providing a complete package of financial and non-financial services for start-up projects and coordinating efforts with all micro and small enterprises, development institutions and stakeholders in light of the policies and legislation required to strengthen them in accordance with Law 141/2004.
The SFD operates through a network of 31 regional offices covering all governorates of Egypt with a single window service attached to each office to ensure easy lending and speed of administrative procedures (licensing, commercial registration, tax cards).
